The Investigative Management System (IMS) is the mission critical system for BIS Export Enforcement to track its investigations and pro-active compliance related activities. Agents (part of federal law enforcement within BIS) and Analysts (similar to intelligence units at the FBI and CIA) across the country are relying on IMS to perform their job: deterring export violations and preventing sensitive technology from ending up in the wrong hands. The existing IMS was running on an outdated technology platform with many security weakness and functional gaps which significantly hindered the productivity of BIS Agents and Analysts.
As the prime contractor, Knowcean is engaged in the full life cycle of the IMS Redesign (IMS-R) and has recently finished the development and the deployment of the IMS-R system, including data cleaning and data migration. IMS-R is a FISMA NIST 53A compliant multi-tier enterprise web application with full clustering capabilities that incorporated work flow management, document management, role-based access control, rule-based business process engine, text-based search, complex qualified search, and many other security measures.
IMS-R incorporates several key objectives:
- Include all functions that are still needed by the user while moving away from the existing out-of date platform that is inconsistent with BIS’s enterprise architecture
- Provide new functions and enhancements including, but not limited to: global search, contextual search, enhanced data display, enhanced user navigation, comprehensive access control, improved data quality, improved data integrity, and the automation of several manual processes
- Work with business users to clean up existing data and successfully migrate it over to the new environment
- Provide a set of management reporting functions so users do not have to go through a data consolidation or manipulation process to generate reports
- Must meet stringent security requirements and be able to pass Certification & Accreditation
